That's a pretty good indication that your line, or the line of the BBS you're

calling, is not up to handling 28800 bps.



Not all phone lines can handle the high speeds of modern modems and Telstra

won't guarantee anything above 9600 bps - their attitude is "...if you can

get more than 9600 bps, good luck to you...".  You'll just have to live with

it, unfortunately.
