To an extent, yes.

The ideal example was the original GI Bill.

Primarily the fact that K-12 represents the minimum level
of education necessary to function in modern society while
college equips one for specific careers.

I dunno - one can make a real economic argument for
programs such as the GI Bill. Those who participated in the
original GI Bill *repaid* the cost of that program many
times over simply by the increased tax revenues from their
increased lifetime income.
Note, however, the selection criteria: those who have
already made a sacrifice for the country.
