An act of war is carried out by the armed forces of a state within the
rules of war. A State may use it's intelligence / other security forces for
acts of terrorism.

An act of terrorism is an act of political violence carried out by anyone
other than the legally constituted armed forces of a state (private
citizens or intelligence services) outside of the rules of war.
