Yes.  The objective of US posturing before this attack was to terrorise
Saddam into doing what the USA wanted.  That is terrorism.  Random bombing
of Baghdad reinforced the message - there was a distinct attempt to
terrorise the civilian population into exerting pressure on Saddam.

Yes - I call that "terrorism".
