Most likely a Mistral regulator.....a real relic.

If the tanks are old ICC tanks with the 1/2" post valves, they might be worth 
a few bucks to someone as a shop tank (filling tires, etc.)  If they have the 
newer 3/4" valve, you might be able to sell them to a newbie diver for $20 or 
so.

Probably garbage.  Take the regs down to the local dive shop and see if they 
want them to show students.  I had one of the old Mistral regs, with the 
finish buffed off to reveal the underlying brass, mounted on a walnut wall 
plaque.  It was very pretty.  I don't believe I'd want to dive with one any 
more than I'd care to cross the Atlantic in the Wright Flyer.
