Hmmm...  I don't know...  CTS usually (I think) indicates that the modem is

ready and waiting for the COM port to send more info...  In that case, your

modem is handling the Tx data fine...

RTS indicates that the COM port wants to send data...  Usually CTS would be

low at that time...  Both RTS and CTS (I think) should be high for data to be

sent...
