What I say it means doesn't count.  But if YOU use the phrase in front
of other people, either before or after you are involved in a shooting,
then, what YOUR local prosecutor says it means, and what HE tells the
grand jury is what counts.
If you really want to know what "shoot to kill" legally implies in YOUR
jurisdiction, call your local prosecutor's office, or consult with your
attorney.
