Yes but that's not how they are looking at it. It's not a take nuke power
and convert it to some other storage form, it's take some other stored form
(like oil) and convert it to hydrogen.

On a related note, I was reading about the oxygen bursts in saturns rings
the other day. They said they think it was caused by water/ice molecules
being bombarded with ions which causes the water to disassociate into
hydrogen and oxygen.

I found this an interesting fact, and my first thought was what would
happen if you injected a water spray into an ion engine's output and
ignited it. Water powered spaceship?
