Trouble is, Kerry never floated that idiotic balloon. It was people like Fineman who did. Of course he is a little more crafty than others of his ilk have been. He admits there is no evidence whatsoever that Kerry is considering Clinton, but yet he mentions it as a possibility anyway, thus keeping the idea alive.
