Correction: Congress must write and pass the Bill of
Impeachment. Nothing precludes that Bill of Impeachment
simply being a transcription of any relevant Grand Jury
indictment gained by Starr. 
From what I've seen, the intent is to write the Bill of
Impeachment around an indictment, but... add all the
malfeasance from FileGate to TravelGate to demonstrate a
*pattern* of malfeasance and abuse of power.
