If it hurts on the way down, it's probably sinus squeeze.  If it hurts on the 
ascent, then you have a reverse block.
There is no excuse for mask squeeze among scuba divers.  That's why your nose 
is inside the mask.... to allow you to equalize the pressure inside the mask 
with the ambient environment.
In your case, you may benefit from the intelligent use of antihistamines.
