Of course we do know why, don't we?

Immediate reconstruction couldn't begin until security was achieved. They failed
to do that. Also, Bremer was anxious that Western multinationals might be frozen
out by the new Iraqi government, so he lengthened the contracts to a five
year period in an effort to lock the multinationals in and with that there
was nor longer any necessity to rush to spend the money.
