Better yet, how about passing legislation nullifying all
laws in 2005 or 20 years from date of passage, whichever is
later?
Then the Congress could then spend all it's time reviewing
all Federal statutes and revising those to be retained IAW
two points:
1) any law without citation of the Section and paragraph of
the Constitution authorising the statute is void and
2) any law whose complexity exceeds high school reading
level is void . 
I think that would be constructive work for the Congress
for a number of terms.  
... Not again Bill, the taxpayers have a headache.
