It really depends on the area.  Here in San Antonio, our REACT team is able 
to monitor CB Ch 9 almost 24hrs a day - using different base stations located 
around the city.
And on another point, there's a good chance you'll be able to get ahold of 
REACT on HAM and GMRS (which could be another option in this discussion - 
GMRS 462.675 is the national emergency frequency - with the help of a 
repeater, GMRS could be a useful radio band to utilize.  More formal than HAM 
but less interference than CB).
