The decision was a farce. The particularly harsh language was in lieu of
the serious charges they could have brought against him, but didn't.  Had
they done so, there would have been hell to pay on the US domestic front.

We don't usually court martial our own when they kill fellow US military.
Charges were lodged at all in this case only as a sop to the Canadians. In
affect, the trial was political and shouldn't have been held at all.
