If you are referring to the period prior to the '70s, you are wrong. Governments were actively encouraging car use back then. They were not building all those super highways for nothing. The price of gas, particularly in the sense of using price to discouraging its use, didn't become policy until after the alleged oil shortage of the '70s. But how could you be expected to remember that?
