Depends on how you look at these things. Governors yearn to become
representatives or senators, representatives yearn to become senators and
senators yearn to become president. It is not the other way around.
Essentially, governorships are training wheels for federal office.

Cheney was a member of the House from Wyoming. In my estimation, that put
him a notch higher than any governor.
