It's certainly quirky, no argument with that at all, but although I've
owned several USRs _and_ Rockwells, I've never found it to be a problem. 
Indeed, I never even noticed that its behaviour was different on USRs until
Paul started complaining about it.

Precisely.  If powered down of course, the modem will revert to that port
rate which was last specifically saved to NVRAM with an &W command.
