It's not really an "issue" per-se. It basically extends the dupe checking into
the message body.. which can cause dupes on things like the Fidonews Newsletter
posted on a weekly basis, even though the subject lines and MSGIDs are
different each week (which basically means it's not a duplicate message, but
some of the pages include the same text as the previous week).
