No rules were broken. You can say anything you like once the Senate session
has ended as was the case. What was inappropriate was Cheney's behavior
whether in session or out. Senate opponents commonly shmooze with each
other on the floor even after just mashing each other during the session.
It is a way of keeping things relatively civil. After all, you disagree on
this issue, but may needs each other's vote on other issues.

Cheney broke that rule with his rude behavior and that is what was so
shocking. That kind of thing just isn't done on a personal, face to face
level, on or off the Senate floor. Cheney's behavior, however, did confirm
the belief common on both sides of the aisle, that Cheney is less than
civilized.
