Forget it. It is still another dumb proposal by a dumb Bush appointee who
is about as dumb as Bush's legal advisors who told him he had the right to
conduct a war in any manner he pleased in his role as Commander in Chief.

See it as floating a proposal to see what kind of reaction they get and be
certain that even most Republicans will condemn it out of hand. It is about
as phony as the terror alerts they were so fond of issuing to prove how
necessary Bush is as a war president. I thought they had already gotten
enough ridicule about that to drop it, but here they go yet again.
