Try cleaning the circuit traces where the key pads are with a pencil eraser.
You get an oxide film on Copper over time. I have gotten several different
keypads to work this way. Do not use fine sandpaper. It is too rough.
I would get the Copper shiny over all the keypad contact areas and then
use 99% isopropyl alcohol to clean it before reassembling it. I would also 
clean the rubber part with the iso before reassembling it.
