To get this amendment passed, we'll need more than passive
support.  I certainly couldn't get enough attention from the RC's
alone, and even Ward struggled to reach 50% in the IC echo.
What will really help is one node from each zone working on
their RC's to understand the proposal, and motivate them to
participate in the process.

Also, the complete document needs review for errors (mostly
in the reference section).  I re-did that part myself, and am not
entirely confident in my work. 

I suggest we seriously consider raising the quora, and perhaps
adding that 'anyone may create a proposal for review' (or words
to that effect).

If we are to present the previous proposal, I'd like to see as many
of the original drafters in here as possible.   :)
