The obvious problem with having a plan in place is that you cannot because
the federal government does not have the power to postpone elections. You
would have
to pass a law allowing that power before the election. That is not going to
happen and it doesn't have to. If an attack occurs that interferes
significantly
with the election, Congress would then have to vote a law allowing
postponing. That could be done easily at that time. There is no reason to
pass such a dangerous law now.

In any case, forget about a big attack of such a nature that the election
would be interfered with to a significant degree. The AQ incompetents
aren't capable of doing that. If they were still capable of doing anything
at all in this country, they would be doing it. The idea that they are
waiting for the election
in November is farcical.
