IIRC = If I Recall Correctly. REC = Regional Echomail Coordinator,
one of the Fido bigwigs who's "in charge" of mail for a region.
(A region may cover one [if it's large] or more states, depending
on how many nets are active in the area.)
It's a safety valve/check measure of sorts. If 2 or more of the
RECs feel an echo's justified for the backbone, then it goes. Since
the RECs are *very* experienced, the provision serves as a buffer
to keep useless (& very possibly short-lived) echoes from cluttering
the bandwidth.
