I have attended two national NFB conventions, and several NFB of
California conventions, and have never seen anything that resembles an
open election, unless you consider elections in the old Soviet Union to be
open. It would be physically impossible to nominate anyone from the floor,
and the incumbants are already lined up at the podium before the election
even starts.
