Face the facts.
Black high-school graduation rates have increased substantially since
1960 to the point they approach the white rate.
What has happened, though, is that the academic problems of young blacks
are heavily self-made. At the University of North Carolina (our state's
flagship state university), a militant black student paper which regularly
called the school racist itself admitted that when it said that black
students had to do their part by attending class. (Black undergrads at UNC
were notorious for chronic attendance problems.)

You cite this post, apparently agreeing with it at least partially.
But "denying blacks access" was clearly not the reason the SAT was
introduced because when the SAT was first introduced, _many_ prestigious
colleges simply did not accept blacks regardless of test scores.
