Yes, until recently, the traditional mass-production method has been to 
encapsulate either the dried/powdered berry powder OR a dried 1:1 
concentrate.  Recent demands for standardization have led to the gel-capping 
of 4:1 extract in an oil-based form.

I haven't seen powdered berries capsules for several years. I switched from 
1:1 powder to 4:1 gelcaps because of the obvious price advantage for the 4X 
concentrate.
 
The ultimate solution to the choice problem is to move to the Atlantic coast 
of Georgia or Florida and eat the berries right from your back yard.  The Saw 
Palm grows like a weed!
