Contact the District Attorney's Office in his area, and give them the 
details. They will probably send you some type of form or packet which you 
will need to fill out and return to them.  After they receive your complaint, 
they will then make a determination as to whether criminal charges will need 
to be filed against Mr. Obeirne.
