"Crown" is the White House Communications Agency owned and operated by
the Department of Defense.  "Executive 1" is one of the Government's
fleet of aircraft, probably AF-1 or AF-2 without the President or
Vice-President about.  Possibly a high-level VIP or one of the wives of
the President/Vice-President.  Generally it's used for a VIP traveling.
"Foxtrot" is the frequency (phone patch) that they will be using to
communicate with the exclusive Secret Service field office as in the
pair Echo/Foxtrot and Yankee/Zulu.
Echo/Foxtrot Pair:  407.8500/415.7000 (Uplink)
      Yankee/Zulu:  162.6875/171.2875 (Downlink)
     AF-1 to Limo:  165.6850
    Air Support 1:  361.6000 (Subject to Change depending on ATC)
    Air Support 2:  375.0000 (Subject to Change depending on ATC)

Could be several things.  Whine is most likely the method whereby
the ground radio is programming the air unit with remote scrambling
keys, or it could be just that, a whine as the radio is warming up for
testing prior to arrival of the VIP.

Yes.  But the entire listing is too long to post here without a half the
users here raising hell about the length of the post.

Yup!  Sure do.  Including HF/VHF/UHF for hurricane/FEMA emergency
frequencies.
