While I think that Putin/Russian State were involved there are other
elements that would benefit from Litvinenko's death. The method used (
Polonium 210 ) is either a deliberate warning from the Putin&company to
dissidents everywhere or a really good attempt by another party to
implicate Putin in the assassination. Whether others had the means to
procure Polonium 210 remains to be seen

1. The Russian State Did Mr Litvinenko's accusations threaten the
international reputation of Vladimir Putin (pictured) and did he hold more
secrets on the death of the campaigning journalist Anna Politkovskaya that
would cause even more embarrassment for the Kremlin? Or was he just small
fry, not worth the risk of a grave breach of diplomatic relations with
Britain?
2. Rogue elements within or former members of the Russian secret services
Mr Litvinenko rose through the ranks of the KGB and FSB, which inherited
its domestic role, before turning whistleblower. Both stages of his life
made him plenty of enemies in a murderous world. But would anyone feel so
strongly as to incur the risks of killing him in London?
3. Chechen separatists Although he showed no interest in Chechnya before
leaving Russia, in exile he became heavily involved in the dangerous world
of Chechen politics. Two men believed to be Chechens were arrested and
released over the firebombing of the north London homes of Mr Litvinenko
and Ahmed Zakayev, a separatist leader.
4. "Friends" in Britain Could Mr Litvinenko's death be a boon to
people in Britain who have fought on the same side as the former agent? The
perception that he was killed by a ruthless and oppressive regime might be
in the interests of some people who fear extradition to Russia.
