I read a variation of this story in the Toronto Star. However it doesn't
match my experience.

On average I pass through US immigration twice a month in the Toronto
airport, as does my spouse, and I find the US immigration agents to be
courteous and professional. There's the odd exception but that's no
different than you'd find in any other "service business"
employing human beings not robots on the front line.

It may help that I have a work visa. But when I applied for mine, I spent a
couple of hours in the waiting area in the Toronto airport and I had lots
of opportunity to observe how US immigration officers handled people who
had non-trivial immigration issues to resolve. I was very impressed with
how well trained they were, in the face of distressed and/or hostile
travelers.
