Hi Harvey. Your post addresses a very important concern, namely, what
happens when a consumer organization takes on the role of an agency. It is
like mixing apples and oranges. The N. F. B. LA. Center should be
completely divorced administratively from the NFB affiliate. The President
of the affiliate should not be runing the center. It should have a
separate director. In the 1980's when John McCann became commissioner for
the blind in Virginia, he was forced to resign his elected offices in the
Virginia ACB affiliate, as well as his presidency of the ACB's amateur
radio affiliate. Before that, the Wisconsin Council of the Blind was
forced to distance itself from the ACB because of its role as a non-profit
agency serving all of the blind of Wisconsin. I don't understand how some
of the things you have cited have gone on as long as they have. Put
differently, those who do not learn from history are doomed to repeat it.
