v.34 allows for split speeds. This means that transmission and reception
of data can be carried out at different rates.

Therefore, your "28k8 connects" could in reality be at 28.8k for downloads
*but* be at a lower speed for uploads e.g. 21.6k or 24.0k. This would
explain the higher download transfer rates and lower upload transfer
rates.
