Oh, I'm sure that entered into the calculus. Trouble is, as it has played
out, TWO messages were sent:

(1) the one you cited,

and

(2) since the US administration *created the grounds for suspicion* out of
whole cloth, no one is safe from whatever the next Cheney/Wolfowitz/Feith
fantasy may be.

The charitable conclusion is that (2) was an unintended consequence. But
one never knows, do one?
