In max.ctl;
Min Logon Baud 4800
This will lock out anyone under 4800 bps (IOW, 2400 and under).
Others;
Min NonTTY Baud 9600
This will not allow anyone under 9600 bps to use anything except TTY.
Min RIP Baud 9600
Must have 9600 bps or higher to use RIP graphics.
In access.ctl;
XferBaud 9600
Have to have 9600 bps or higher to up/download.
There's also some text that will be sent to uses if they fail the above test. 
For Min Logon Baud my just says "Find a faster modem or a slower BBS".
