His point was that Taiwanese-made modems are generally of lesser quality than those made in Australia or the US, etc. USRs and Supras are all made in the US, for example; NetComms are made in Australia. Perhaps that last one indicates to you that crap quality can come from Australia too, but many of the cheap crap Rockwell modems with standard Rockwell ROMs come straight from Taiwan and the like.
