What about the Reagan argument? It's obvious to many people that Reagan was missing quite a few screws while President. Yet, other people now say that Reagan was a master tactician (or a master delegator - take your pick). The USSR didn't just fail - it was all due to the masterly tactics of the Reagan administration. So, maybe Bush will later be credited with some greatness?? Of course (so it might be said), he had to SAY that the war was for WMD. But actually, he was (for example), just letting the world know that the US would go anywhere and do anything if there was a suspicion of someone backing terrorism. That's a pretty powerful message to regimes everywhere. I'm not promoting the above argument. I'm just curious whether it has made much ground, or is likely to (in some circles).
