Kolbe is right. Expect this latest bit of stupidity to fail. The Senate
will never accept it and wisely so. When the foreign aid bill goes to a
conference committee to iron out differences between House and Senate
versions, the House provision will be dropped.  You can be absolutely
certain of that.

See this bill by the House as a feel-good bit of grandstanding which even
they know will never become law.
