Yes, the report is harshly critical of the intelligence agencies, while at
the same time finding that there was no pressure from the administration to
cook the books. Hence, the report supports not Bush, but Bush's reliance on
that intelligence in his various utterences and his ultimate decision to
remove Saddam, ergo, Bush didn't lie as is a popular refrain from the far
left-wingers.
