This is New Zealand. We don't have prisons, we have holiday camps. Until 
recently we didn't 'officially' have labour-camps either, but every 
Medium-low security inmate is required to either be working, or to 
sick/disabled to work, or on some sort of educational program. 
Believe me, if I didn't have so many friends to keep up with and a BBS do use 
to do it, I'd get myself back in for a while - much better atmosphere, much 
less stress and no bills to worry about :-)
