       This is exactly what many people fear, and is the driving force behind 
attempts to control the web.  Fortunately, I think it is virtually 
impossible, because the web exists on anarchic principles.  Controls will 
come, and controls will go, but the net, once created, will live.  What is 
choking things right now is lack of bandwidth and a small percentage of 
accessing users.  The world will be a REALLY different place when the current 
gen of non-computer users gets replaced with the working surfer (as opposed 
to the playing kind).

       Most prohibitions are political, rather than genuinely beneficial. I 
note that the Gov. conveniently lifted that
prohibition temporarily when hemp fiber was needed!
