I had the same problem with my modem. But it wasn't the modem, it was 
the poor signal level. My downstream level now is +15. First make sure 
any splitters you use are quality and rated for at least 5 MHz to 1 GHz. 
You should use a 2 way first with one output to the Modem and the other 
output to the 4 way or distribution amp. If that does not improve your 
levels then I suggest a quality bidirectional amp before the 2 way. That 
would amplify your cable and modem signals. The Bidirectional amp that I 
use is the CE Labs 6001. It works very well and is low noise. I did try 
the plug in amps from Motorola/RadioShack but they were too noisy and 
not bidirectional.
