You have got to understand that Guantanamo has become a political liability
for Bush. Some way must be found to lighten that burden by getting as many
of the detainees as they can out of the place before the election without
it looking too much like none of them should have been there in the first
place.

That can't be done unless the military forms these absurd tribunals, hoping
the public will be taken in by it and believe it all serves the alleged war
on terror. Given the degree of mindless "patriotism" after 9/11
that still infects the body politic, they just might get away with it.
