We're going through the same glossary down here in North Carolina.
The current redistricting discussion in Guilford County has been
delegated to a committee of a couple dozen "stakeholders".
Most of these people have no real stake in Guilford County. Some are
corporate executives whose firms do most of their manufacturing elsewhere,
making it dubious what special stake they have in the Guilford County
chools.
Others are members of racial pressure groups, almost all black. But
significant other minorities in Guilford County evidently don't have enough
of a stake to be "stakeholders".
Three have kids in private K-12 schools, so their only stake in public
schools is that of _any_ citizen.
None are elected!
(Indeed, the whole "stakeholder" system in the reassignment process in
Guilford County seems intentionally designed to lock out ordinary citizens
and taxpayers.)
