Reactions are something unpredictable.  I have been with officers "frozen" in 
the midst of an ongoing battle.  These officers are useless by in large in 
these situations and those of us active fear their presence just a tad less 
than those who when they show up you can bet on a gunfight.
It's a tightrobe in high crime areas in racially "hot" flashpoint 
jurisdictions.
