It happens to me too (under win 3.1)

Maybe because there is NOT enought free upper memory (all of it is used by
Windows)?
Don't worry: it is harmless: 4dos is wise enouhgt and it automaticaly works
as the wi.ini's is that it not use upper memory.
(You NOT need to write a secondary 4dos.ini file).
