GUI?  Perhaps they're searching for an icon to display, and choking on 
the size?

Volume size for FAT32 under Win2000 is 32GB, though Win98 can make 
drives of up to 127.53GB, according to what I read there.

Table 17.4:

"Maximum volume size - 32 GB (This is due to the Windows 2000 Format 
tool. The maximum volume size that Windows 98 can create is 127.53 GB)."

500/3 = 166GB, by my math, so yes, I'd say you're banging your head on a 
ceiling.

I'm assuming you're using the FAT32 driver under eCS or OS/2?  It might 
not be checking for out-of-bounds sizes like 166GB, and trying anyway - 
the cluster math might be wrapping, or just going off into space - thus, 
the lockups and hangs.

Try a partition size of 100GB, or use a native file system instead of an 
add-on.  FAT is fully-tested, but limited to 2GB, I think.  A wee bit 
tight, but you can be assured it will work.
