That has ben done for hte Scanner Fans. Bill Cheek in one of his books
has outlined the conversion of a Standard TV antenna for Vertical
polorization and use on the Public service bands. But rembember the
antennas are designed fro 75 ohm cable or 300 ohm twinlead. Matching
would present another problem fro transmitting.

I am sure it has already been done. But you have the same 75 ohm
designed feed line impedence to deal with.
