If you get to "unable to operate", you are booted.  It is now trying to 
add the extras.  The basedevs get you an OS.  They are loaded from the 
current drive.  The extras you are allowed to select where to load them 
from.

After I sent the last message I headed for Vegas-ECS.  About an hour up 
the road I had a DUH!! moment.  Your W4 partition came from a system 
with just FAT16 and FAT32.  I think we can safely assume Vista is not on 
either of those, and whatever it is on W4 cannot see it.  So W4 sees 
itself as the first partition.  The first thing it tries to load after 
basedevs it looks for on D, which it expects to be the second partition.

To check this, put a pause utility as the first line in config.sys. 
That will be the first thing to load after basedevs.  Put the file in 
the W4 partition but in config.sys call it from C.  If it loads and 
stops config.sys that says W4 thinks it is on C.  Go past the pause and 
you will get "unable to operate".

If you get to that point we can discuss fixes, which could get interesting.
